The Coal City, the Enugu State capital was literally shut down on Monday and Tuesday when the Igwe of Ezeokwe Kingdom, Dr Emmanuel Ugwu and his community bestowed on Comrade Isaac Balami a chieftaincy title of Ochire Ozua of Okwe Kingdom.
